（1）业主之间发生的矛盾纠纷，扰乱生活、生产、办公秩序的行为，可通过说服教育，耐心调解，分清是非，耐心劝导，避免矛盾激化。积极采取措施防止矛盾激化、扩大，应把问题引向缓解，达到两方和解的目的。
